Madera County: The Local Aging & Disability Action Plan

LADAP

The LADAP for Madera County is a strategic roadmap designed to foster livable, inclusive, and equitable communities for people of all ages and abilities. Developed through a collaborative process, the plan centers on the voices and lived experiences of residents to ensure their perspectives shape every strategy and recommendation. The LADAP not only captures the community’s current strengths and challenges but also outlines a vision for a vibrant and supportive future across Madera County.

CEAL used the Blueprint for Livable Communities Framework to support the County of Madera with understanding, assessing, and planning for the evolving needs of their residents.

Madera County’s Domains of Livability

When the Madera LADAP was developed, it was guided by the eight Domains of Livability established by the World Health Organization (WHO), a framework created to promote well-being, independence, and community engagement for older adults and individuals with disabilities. These domains provided the foundation for building a strategy that reflects the specific needs of Madera County residents. Each domain was explored through survey responses and Listening and Learning Sessions, helping to identify local priorities and shape clear, actionable steps for improvement. Eventually, the County focused on the following six Domains of Livability as priorities.

For each domain of the LADAP, there are three dedicated sections that highlight the “What we know,” “What we heard,” and “What we want to do!”

What we know

This section offers a clear description of each domain, grounded in the World Health Organization's definition, along with a community-informed Vision for what that domain could look like in Madera County. While every community has room to grow, it is equally important to recognize existing strengths. "Community Assets" highlight current programs, policies, and initiatives that already support the goals of the Madera LADAP.

What we heard

This section highlights key insights from Madera County residents gathered through the Community Baseline Survey, Listening and Learning Sessions, Key Informant Interviews, and Action Planning Sessions. The feedback, comments, and concerns collected through these efforts played a central role in shaping the Vision, Goals, and Action Steps outlined in the Action Plan.
